Expressions of Interest for contracting a Consulting Firm for the Preparation Phase for the Virtual One-Stop-Shop (OSS) for Investment Facilitation in Suriname

The Republic of Suriname, through the Ministry of Foreign Affairs, International Business and International Cooperation, has received financing from the Inter-American Development Bank (IDB), toward the cost of the Foreign Investment and Export Promotion Program (FIEPP, project no. SU-L1056), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) cover the following assignment:
The objective of this assignment is to establish the operational, legal, and technical foundations required for a future Virtual One-Stop-Shop (OSS) for Investment Facilitation in Suriname. The assignment covers the first six months of the OSS roadmap and focuses on: (i) establishing effective governance and coordination arrangements; (ii) conducting prioritized legal and regulatory screening to identify barriers to digital service delivery; (iii) redesigning and harmonizing priority investor-facing procedures; (iv) defining data governance and interoperability requirements; (v) supporting limited institutional readiness and staff engagement; and (vi) consolidating all outputs into a coherent OSS Blueprint and procurement-ready implementation package.

The assignment has a duration of six (6) months from the date of contract signing, with an expected start date of November 2026. The assignment is located in Suriname, with in-country presence as required. This assignment does not include platform development, software coding, IT procurement, pilot operations, or go-live deployment.

The Ministry of Foreign Affairs, International Business and International Cooperation now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating they have the required qualifications and relevant experience to perform the Services. The consulting firm (or consortium) shall demonstrate institutional maturity and multidisciplinary capacity appropriate for a multi-
agency government reform assignment that combines legal, procedural, and technical streams, supported by sufficient Dutch-speaking capacity for stakeholder engagement and legal drafting in Suriname.

The firm shall demonstrate:
• A minimum of eight (8) years of relevant experience delivering digital government, single-window, service modernization, or comparable multi-agency public-sector reform initiatives, including assignments involving coordination across multiple government entities.
• At least three (3) comparable completed assignments within the last ten (10) years involving legal/regulatory screening and reform sequencing, business process harmonization, and development of functional or technical requirements for digital government platforms; at least one financed or supervised by a multilateral development bank or comparable development partner.
• Proven capacity to facilitate structured collaboration among public institutions and to manage validation and decision-making processes for cross-government reforms.
• Experience producing procurement-ready deliverables including functional requirements specifications, interoperability blueprints, and implementation sequencing plans.
• Experience working in civil-law administrative environments and familiarity with Caribbean or comparable public-sector regulatory systems, or availability of qualified local legal expertise.
• Sufficient Dutch-speaking capacity within the team to support stakeholder engagement, facilitate inter-agency workshops, and validate outputs in Dutch.

Expected Team Composition
The consulting firm is expected to have access to a multidisciplinary team with expertise in digital government, enterprise
and solution architecture, legal and regulatory reform, business process re-engineering, investment facilitation, project
management, and business analysis.

The detailed composition of the proposed team and the qualifications and experience of the Key Experts will be specified
in the Request for Proposals (RFP) and evaluated as part of the Technical Proposal. Curriculum vitae (CVs) of Key
Experts are therefore not required at the Expression of Interest stage.

The Expression of Interest
The Expression of Interest (EOI) does not have a specific format or template and should not exceed twenty-five (25)
pages, but should include:
i. a properly signed Letter of Interest (LOI) from the firm to participate in the assignment;
ii. profile of the firm (including evidence of the requisite expertise and skills);
iii. list of similar assignments executed during the last five (5) years;
iv. proof of legal status of the firm.

Short lists shall comprise firms with a wide geographic spread not fewer than five (5) and not more than eight
(8) eligible firms (GN-2350-15).

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their
qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which
it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to
represent it.

Consultants will be selected in accordance with the policies set out in the Inter-American Development Bank’s Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank (GN- 2350-15), and the process is open to all eligible consultants as defined in those policies.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the Consultant Policies.

Shortlisted firms will subsequently be invited to submit Technical and Financial Proposals in response to a Request
for Proposals (RFP). The RFP will provide the detailed requirements regarding the proposed methodology, work
plan, team composition, and qualifications and experience of the Key Experts
